b) custom print sample mailer box is charged with fees. Usually it's US$100~250 according to your project. Once the amount of production order over $10,000, it's okay to refund the sample fee.

Usually option b) is widely acceptable. Because getting a printed sample is a great way to confirm that your dimensions correct, your product truly fits, and to ensure your custom artwork is perfect too.
